This initiative is particularly aimed at those whose applications for permanent residence are currently under processing. On March 13, Joël Lightbound, Minister of Government Transformation, Public Works and Procurement, and Quebec Lieutenant, announced on behalf of Immigration Minister Lena Diab, the introduction of an expedited employer-specific work permit. This permit falls under the International Mobility Program (IMP) and is tailored exclusively for certain foreign workers in Quebec.
The new permit allows eligible workers to continue their employment with their current employer for an additional period of up to 12 months. Such continuity is crucial for workers who have already initiated their application for permanent residence under Quebec’s new Skilled Worker Selection Program (PSTQ).
To qualify for this new work permit, workers must have submitted a permanent residence application under the PSTQ. Additionally, they should have received a request from Quebec to file a Demande de Sélection Permanente (DSP). Moreover, eligibility extends to those holding or who have recently held an employer-specific work permit under the Temporary Foreign Worker Program or the International Mobility Program, with permits expiring between March 13 and December 31, 2026.
Eligible candidates are encouraged to apply via the Immigration, Refugees and Citizenship Canada (IRCC) website before the expiration of their current permit to ensure uninterrupted employment.
This temporary measure is strategically designed to address Canada’s long-term economic needs by ensuring that Quebec retains its skilled workforce. By facilitating the transition of foreign workers to permanent residence, the government aims to bolster the labor market in Quebec, thereby supporting both provincial and national economic objectives.

Issued by the Ministry of Immigration, Francization, and Integration (MIFI), the CSQ is a declaration that the holder is selected to settle in Quebec. Possession of a CSQ empowers the applicant to proceed with their application for Canadian permanent residence at the federal level.
The DSP is an essential step in obtaining the CSQ, making it a critical milestone for foreign workers aiming to secure their future in Quebec.
