Previously, students had to obtain separate PALs/TALs for each Designated Learning Institution (DLI) and province involved in their study program. This change significantly reduces the administrative burden on students and speeds up the application process. Moreover, the IRCC has clarified that students pursuing master's and doctoral programs at publicly-funded DLIs are exempt from the PAL/TAL requirement, streamlining the process for advanced degree seekers.
