The Canadian government is gearing up to announce its immigration targets for 2026. Are you curious about how many permanent and temporary residents will be welcomed? This announcement is expected on or before November 1, 2025, when the Immigration Levels Plan for 2026-2028 will be published.

In recent elections, the government promised to stabilize the number of permanent residents to align with Canada’s population growth. This means we might see a cap of 416,500 permanent resident admissions in 2027.

Among the various pathways, the Express Entry system is notable, with increased targets for economic immigrants, aiming for about 124,680 new arrivals for 2025. Similarly, changes are underway for the Provincial Nominee Program, which has seen reductions in federal targets, but good news — several provinces are securing higher nomination allocations!

Additionally, the government plans to maintain a focus on temporary residents, such as international students and foreign workers. The goal is to keep the non-permanent resident population below 5% of Canada’s total population by 2027.
