According to recent data from Canada's immigration department, the numbers of international students and foreign workers arriving in the country have seen a significant decline. In fact, between January and June 2025, there were 88,617 fewer students and 125,903 fewer workers compared to the same time last year. That’s a total drop of over 214,000!

What's interesting is that while the share of study permit holders among new arrivals has decreased, work permit holders are now making up about 80% of new arrivals. This is a big shift from last year when it was around 70%. Expect to see more international students around August and December when schools are gearing up for new intakes.

The statistics also show a decrease in the number of study permit holders already in Canada—133,325 fewer since January 2024. Meanwhile, the number of work permit holders has increased by over 262,000. Many students who graduate opt for a Post-Graduation Work Permit (PGWP), allowing them to work in Canada.

These trends are all part of new measures that the Immigration, Refugees and Citizenship Canada (IRCC) has put in place to manage the number of temporary residents—especially international students and workers. Measures include capping study permit applications and raising financial requirements for study permits.
